Tougher rules for political parties in Kenya could shut out as many as 37 of them from taking part in the 2027 general elections.
The Office of the Registrar of Political Parties has made it clear that groups still stuck at the provisional registration stage must now meet stricter conditions on membership numbers, organisational structure and overall operations if they want full recognition in time.
Under the Political Parties Act, provisional registration is only the starting point. To move to full status a party must show it has signed up at least one thousand registered voters as members in more than half of Kenya’s forty-seven counties. That alone is a high bar.
On top of the numbers, the membership has to reflect the country’s diversity in terms of region, ethnicity, gender and the inclusion of minorities and special-interest groups.
The same diversity rules apply to the party’s governing organs, which must also be properly set up and functioning.
Many of the thirty-seven parties have not yet completed these steps. Time is running short because the Independent Electoral and Boundaries Commission has set an October 15 deadline for parties to submit their symbols.
Once that date passes, outfits that are still incomplete will find it very hard to field candidates. Some may try to merge with stronger parties or join coalitions so they can still play a role, but that is not the same as standing on their own.
Registrar John Cox Lorionokou has repeatedly stressed that the requirements are not optional. They exist to make sure parties are genuine national organisations rather than paper outfits or regional clubs.
The rules also push parties to include women, young people and persons with disabilities in leadership, something that has often been missing in the past.
For the parties still struggling, the next few months will be decisive. They need to recruit members across the required counties, hold proper meetings, set up inclusive structures and prove everything to the registrar’s office.
Those that cannot manage it risk being locked out of the 2027 race entirely.
The result could be fewer parties on the ballot and a political field dominated by the better-organised groups that already meet the standards.
Whether that strengthens democracy or simply narrows choice is something Kenyans will have to judge once the final list of fully registered parties is known.
