The United Democratic Alliance has achieved a significant political advantage ahead of the upcoming by-elections after two of its candidates were declared elected unopposed.
The Independent Electoral and Boundaries Commission made the announcement through Gazette Notice No. 15732 dated October 29, 2025, confirming that Tembelio Ward in Uasin Gishu County and Metkei Ward in Elgeyo Marakwet County will not hold competitive elections.
The decision came after the IEBC verified that only UDA candidates had been validly nominated to contest in the two wards.
Reuben Kigen Tobosei was officially declared the Member of County Assembly for Tembelio Ward in Moiben Constituency, while Philip Kipkosgei Kiprutto was confirmed as the MCA for Metkei Ward in Keiyo South Constituency.
This declaration gives the ruling party two additional seats in county assemblies without going through the ballot. It reflects the strong presence UDA maintains in the Rift Valley region, where the party continues to dominate both local and national politics.
According to the IEBC, the declaration was made under Articles 88 (4) and 177 (1) (a) of the Constitution, supported by provisions in the Elections Act and the Elections (General) Regulations of 2012.
The Commission emphasized that the process followed all legal procedures and that both candidates were declared winners after it was confirmed that no other individuals had submitted valid nominations.
IEBC Chairperson Erastus Edung Ethekon stated that the decision was lawful and in accordance with the Commission’s mandate to uphold electoral integrity while ensuring that all procedures are adhered to.
The Gazette Notice explained that since there were no competing candidates, the Commission was legally required to declare the UDA nominees as duly elected representatives.
This provision prevents unnecessary expenditure and logistical processes that would otherwise be involved in organizing a by-election with only one candidate.
As a result, Tobosei and Kiprutto will assume office automatically, representing their respective wards without a vote being cast.
The IEBC has assured the public that it remains committed to ensuring the remaining by-elections across the country are conducted transparently and within the framework of the law.
The Commission urged all political parties and candidates to follow the Electoral Code of Conduct and to maintain peace during the election period.
These uncontested wins are a boost to UDA’s growing influence, particularly in its strongholds, where opposition parties appear to have little or no presence. Political observers say such unopposed victories show how deeply rooted the party has become in regions that have traditionally supported President William Ruto’s political movement.
With the official assumption of office by Tobosei and Kiprutto, UDA strengthens its control at the grassroots level ahead of the full by-elections scheduled for November 27, 2025.
