Nairobi Water fraud case exposes bigger rot in Sakaja’s administration

A Nairobi County employee has found herself in court after it was revealed that she had been working for years with a forged KCSE certificate. The staff member, who was employed at the Nairobi City Water and Sewerage Company Limited, managed to hold different positions including revenue collection assistant, technician, and marketing assistant using fake papers.

Over the course of a decade, she reportedly pocketed more than Ksh7.5 million in salaries that she would never have earned if her qualifications had been genuine.

According to prosecutors, she presented the fake KCSE certificate back in 2017, claiming a mean grade of C+.

The Kenya National Examinations Council later confirmed that the certificate was not authentic. Despite this, she was promoted into better-paying jobs within the water company.

She was eventually arrested and charged with forgery, uttering false documents, and fraudulent acquisition of public property.

Appearing before the Milimani Anti-Corruption Court, she denied the charges and was released on bond. Her case is set to proceed later this year.While this case shocked many Nairobi residents, it is not an isolated scandal. It points to a much deeper problem within the county government, one that goes beyond ordinary employees and touches the leadership itself.

Governor Johnson Sakaja has long been battling allegations over the authenticity of his own academic papers. His degree from Team University in Uganda has been under scrutiny since the 2022 elections, with many Kenyans questioning whether he earned it legitimately.

Although he was cleared by the electoral commission to contest, the lingering doubts have never been convincingly addressed.

This connection between Sakaja’s questionable papers and the fake certificate scandal at Nairobi Water cannot be ignored. It paints a picture of a county where leadership by example is lacking, and where fraudulent documentation has become part of the culture.

When the head of the county is under suspicion, it becomes difficult to demand integrity from staff below him.

The saying that a fish rots from the head seems to apply directly to Nairobi’s situation.

The problem of fake certificates is not confined to Nairobi alone. In recent months, several public servants across different government agencies have been exposed for using forged documents to secure jobs. This trend robs hardworking Kenyans of opportunities and drains public resources. Every forged paper translates into undeserved salaries and benefits, while essential services remain underfunded.

For Nairobi residents, the consequences are felt daily. Millions lost to fraudulent employees could have been used to fix broken water systems, improve infrastructure, or enhance public services. Instead, citizens are left dealing with poor water supply, collapsing roads, and inefficient service delivery.

The Ksh7.5 million lost in this single case is just a drop in the ocean compared to the billions lost annually through corruption and fraud at City Hall.

The scandal is another reminder that Nairobi’s leadership must be held accountable. Unless integrity is enforced from the top, cases of fake certificates and other forms of corruption will continue unchecked. Nairobians deserve leaders and workers who can prove their qualifications and deliver services honestly, not a government where dishonesty has become the norm.
