Mohamed Liban, Daniel Kiptoo and Joe Sang arrested over substandard fuel claims

Four senior government officials are in police custody following their arrest over claims linked to the procurement of substandard fuel, a move that has raised new concerns about the safety and reliability of petroleum products in the country.

The arrests have drawn attention to how fuel is sourced, tested, and distributed, especially at a time when many motorists have already been complaining about possible contamination.

Those arrested include Petroleum Principal Secretary Mohamed Liban, Energy and Petroleum Regulatory Authority Director General Daniel Kiptoo, and Kenya Pipeline Company Managing Director Joe Sang.

The three are among the most senior figures in the country’s energy sector, making the situation even more serious given their roles in overseeing fuel quality and supply systems.

According to sources familiar with the matter, the officials were arrested on Thursday evening by detectives from the Directorate of Criminal Investigations.

After their arrest, they were taken to the DCI headquarters along Kiambu Road in Nairobi, where they underwent questioning before being moved to Gigiri Police Station for detention.

Authorities have not yet released full details about the case, leaving many questions unanswered.

Early reports suggest that investigators are focusing on how substandard fuel may have been allowed into the country.

This includes examining procurement procedures, supply chains, and whether proper checks were ignored or manipulated. There are also concerns about possible collusion among senior officials, which could point to a deeper problem within the system.

The investigation is expected to look into whether due process was followed during fuel importation and whether quality testing protocols were strictly applied. If the officials are found guilty, they could face serious charges, including abuse of office and failure to protect public interest.

Such charges would carry heavy legal and professional consequences.

The arrests come at a time when many motorists have been reporting engine problems believed to be caused by contaminated fuel. Some vehicle owners have complained of increased repair costs, raising fears that poor-quality fuel may already be in circulation.

These complaints have put pressure on regulators to explain how such products could pass through quality control systems.

The role of the Energy and Petroleum Regulatory Authority is now under scrutiny. The agency has in the past assured the public that strict standards are maintained, but the latest developments have raised doubts about its effectiveness in enforcing those standards.

The situation is unfolding against the backdrop of global uncertainty in fuel supply. The ongoing conflict in the Middle East has raised fears of possible disruptions, which could affect fuel availability locally.

This has added another layer of concern for consumers already worried about quality issues.

Despite these fears, the government under President William Ruto has maintained that the country has enough fuel reserves to last between 30 and 40 days. Officials have tried to calm the public, saying there is no immediate cause for panic.

Treasury Cabinet Secretary John Mbadi also stated that the government is preparing to release billions of shillings to cushion consumers from rising fuel costs, although this support will only be temporary.

He explained that current stock levels stand at 16 days for petrol, 19 days for diesel, and 49 days for jet fuel and kerosene. These reserves are expected to provide short-term stability as new shipments are scheduled to arrive later in April.
