President William Ruto has made changes in Kenya’s Foreign Service with the appointment of new ambassadors, high commissioners, consuls general, and deputy heads of mission.
The changes, announced on August 15, 2025, by State House Spokesperson Hussein Mohamed, are meant to strengthen Kenya’s diplomatic work and improve service delivery.
According to the announcement, the appointments are part of the government’s Bottom-Up Economic Transformation Agenda, which seeks to realign Kenya’s representation abroad for better results.
The statement from State House said the realignment was aimed at optimising performance and enhancing service delivery in line with the administration’s manifesto. Several high-level appointments were included in the list.
Amb Galma Mukhe Boru will now serve in Addis Ababa, Ethiopia, while Amb Anthony Mwaniki Muchiri has been nominated to head the mission in Ankara, Turkey. Amb Lucy Kiruthu will be posted to Bangkok, Thailand, and Amb George Morara Orina will take over in Dublin, Ireland.
One of the notable names in the appointments is Florence Bore, who has been nominated as Ambassador to Windhoek, Namibia. Bore previously served as a Cabinet Secretary in Ruto’s government but was dismissed in July 2024 during a reshuffle that came after weeks of anti-government protests.
She had earlier served as Kericho Woman Representative between 2017 and 2022 under the Jubilee Party.
Other key postings include Amb Abdirashid Salat Abdille to Jakarta, Indonesia, and Amb Mohamed Ramadhan Ruwange, who will serve as Consul General to Arusha, Tanzania.
Amb Maurice Odhiambo Makoloo will represent Kenya in London, United Kingdom, while Jayne Jepkorir has been appointed Consul General to Dubai, UAE. Amb David Mwangi Karanja will be the Deputy Head of Mission to Seoul, Korea.
The appointments have been sent to the National Assembly for vetting and approval as required by the Constitution.
The changes also involve the reassignment of some experienced ambassadors to new positions. Anthony Mwaniki Muchiri, who previously served in another capacity, will now be in Ankara, Turkey.
George Morara Orina has been assigned to Dublin, Ireland, and Joseph Musyoka Masila will be heading to Riyadh, Saudi Arabia.
Further movements in the reshuffle include Amb Kipkosgei Toroitch, who will now be posted to Kampala, Uganda, and Amb Lucy Kiruthu, who has been reassigned to Bangkok, Thailand.
The shake-up reflects an effort to reorganise Kenya’s diplomatic missions with the aim of improving efficiency and advancing the country’s foreign policy objectives.
The coming vetting process will determine when the new envoys take up their roles in different parts of the world.
