The Ethics and Anti-Corruption Commission (EACC) has arrested three officials as part of ongoing investigations into the use of fake academic certificates to get jobs in public institutions.
The arrests involve two employees of Nairobi City Water and Sewerage Company and one official from Kaimosi Friends University.
The two Nairobi City Water and Sewerage Company employees, Joshua Attuah Omia and Thomas Mbonje Bandari, were arrested on Monday and later taken to the Milimani Anti-Corruption Court.
According to EACC, investigations showed that the two allegedly forged their Kenya Certificate of Secondary Education (KCSE) certificates and presented them as genuine documents from the Kenya National Examinations Council in order to secure employment at the company.
The commission said the fake certificates helped them get jobs they were not qualified for, leading to years of salary payments from public funds. After reviewing the case, the Director of Public Prosecutions (DPP) approved charges against them, including forgery, uttering a false document, and fraudulent acquisition of public property.
EACC stated that Omia is accused of fraudulently receiving Ksh.5,909,037.10 in salaries from the company, while Bandari allegedly received Ksh.9,485,177.96 through the same scheme.
The two appeared before the court and denied all the charges. They were each released on a cash bail of Ksh.300,000 or an alternative bond of Ksh.1 million with a surety of the same amount.
Their case is expected to be mentioned again on May 26, 2026, for further directions. In a separate but similar case, EACC also arrested Silas Musasa Masambu, an official at Kaimosi Friends University.
Investigators say he used forged academic papers to secure employment at the university.According to EACC, Masambu allegedly presented a fake diploma certificate said to be from Kenya College of Commerce and a forged Bachelor of Business Administration degree claimed to be from Zetech University.
He was arrested at his home in Cheptulu, Vihiga County, and later processed at Kakamega Police Station. He is expected to appear before the Kakamega Law Courts on May 13, 2026.
Masambu is facing the same charges of forgery, uttering a false document, and fraudulent acquisition of public property. Investigators say he unlawfully received Ksh.2,511,672 in salary payments from Kaimosi Friends University.
EACC says the arrests are part of a wider effort to stop fraud in public institutions and ensure only qualified people are employed using genuine academic documents.
