MP Farah Maalim on the spot as whistleblowers expose rampant embezzlement in Dadaab NG-CDF

The Dadaab Constituency is currently at the center of a major scandal involving the alleged misappropriation of millions of shillings from the National Government Constituency Development Fund (NG-CDF).

Whistleblowers have come forward with shocking claims that public funds meant for educational development have been siphoned off through fraudulent transactions involving school accounts, private companies, and bank officials.

At the heart of these allegations are NG-CDF Chairman Mohamed Sheikh Osman and Fund Manager Hassan Ismail Billow, who are accused of orchestrating the embezzlement scheme.

The scandal has also cast a shadow over Dadaab MP Farah Maalim, whose role in ensuring accountability has come under intense scrutiny.

Reports reveal that schools in the constituency, such as Haji Idriss Girls Secondary School, have been used as conduits to channel funds into questionable entities.

For instance, on February 20, 2024, a sum of Ksh. 2,231,071 was deposited into the school’s bank account, only to be transferred the very next day to a company named Gynlux Enterprises Ltd.

Investigations show that this company provided no goods or services to the school, raising red flags about the legitimacy of the transaction.

Similar suspicious activities were recorded in June and July, with large sums of money being withdrawn or redirected to Macknow Investment Co. Ltd, a firm reportedly linked to the NG-CDF Chairman.

These irregularities have sparked outrage among constituents, who are demanding answers from their elected leader.

The scandal has raised serious questions about the role of MP Farah Maalim, who has remained largely silent on the matter.

Critics argue that as the constituency’s representative, he bears the responsibility of ensuring that public funds are managed transparently and used for their intended purposes.

However, there has been little to no intervention from his office, leading to concerns about whether he is aware of the alleged graft or complicit in its cover-up.

The lack of action has fueled speculation that the MP may have turned a blind eye to the mismanagement of funds under his watch.

Further allegations suggest that procurement processes within the NG-CDF office have been manipulated to benefit preferred suppliers.

Project Management Committees (PMCs) have reportedly been pressured to award contracts to specific companies, with schools that resist facing delays or reallocation of funds.

This has particularly affected projects involving the purchase of laboratory equipment and furniture, leaving many schools without the resources they desperately need.

The interference in procurement has not only compromised the quality of services but also deprived students of opportunities to thrive in a conducive learning environment.

Another area of concern is the distribution of bursary funds, which are meant to support needy students. Whistleblowers have pointed out discrepancies in how these funds have been allocated, with some students reportedly missing out on financial assistance due to irregularities in the disbursement process.

Constituents are now questioning whether MP Farah Maalim has been actively involved in ensuring fair distribution or if the process has been hijacked by corrupt networks within the NG-CDF office.

The mismanagement of bursary funds has left many families struggling to keep their children in school, further exacerbating the challenges faced by the community.

In response to the growing outcry, whistleblowers have submitted complaints to the Ethics and Anti-Corruption Commission (EACC), urging the agency to launch immediate investigations into the alleged financial irregularities.

The scandal has put immense pressure on MP Farah Maalim, with constituents demanding that he publicly address the allegations and explain what steps he has taken to curb the misuse of funds.

There are fears that the financial mismanagement will continue to deprive schools and students of crucial resources, undermining the very purpose of the NG-CDF.

The people of Dadaab are calling for accountability and transparency, hoping that those responsible for the alleged graft will be held to account and that measures will be put in place to prevent such scandals in the future.
