Mosiria’s dirty dealings uncovered as DCI probes city hall’s environmental rot

According to a statement shared by Cyprian Is Nyakundi on X, Geoffrey Mosiria, the Nairobi Chief Officer for Environment, has been summoned by the Directorate of Criminal Investigations (DCI) over the illegal dumping of waste at Kenya Power offices in Nairobi.

This scandal has exposed the rot in Nairobi’s waste management system, with Mosiria and other senior officials being linked to gross negligence and possible criminal activity. The DCI Director, Amin Mohammed, confirmed that Mosiria, along with John Malawi (Director of Environment), Tiras Njoroge, Charles Kerich, Maurine Njeri, and Nahashon Muguna, has been asked to record statements.

Other county officials, including William Kangongo (Head of Enforcement), Eva Wariuki (Chief Officer of Security and Compliance), James Sankale (Head of Debt Collection Unit), John Antoiti (Revenue Collection Director), Steve Ogesa (Director of Parking), and Fredrick Omolo (Starehe Rural Enforcement), are also under investigation.

The illegal dumping incident, which led to the arrest of three county employees Augustine Otieno Osore (driver), Moses Gitari, and Alice Okari (machine operator) raises serious questions about the leadership of Mosiria.

The charges being considered, including sabotage, robbery with violence, illegal dumping, and traffic obstruction, indicate that this was not just a simple case of poor waste management but rather a coordinated criminal operation.

Under Mosiria’s watch, Nairobi’s environment department has been marred by incompetence and blatant disregard for the law. Instead of ensuring a clean city, it appears that he has been overseeing an administration where public spaces are turned into dumping grounds.

The gravity of the situation is evident in the legal implications. Kenya’s Sustainable Waste Management Act is clear on penalties for illegal dumping, with fines ranging from Ksh2 million to Ksh4 million and possible imprisonment of up to four years.

Additionally, the Nairobi City County Solid Waste Management Act imposes a fine of up to Ksh200,000 or imprisonment of up to two years. Mosiria’s role in this mess cannot be ignored, as such an operation could not have happened without the involvement or at least the knowledge of top county officials.

The fact that Kenya Power’s premises were targeted suggests a deeper level of impunity within City Hall, where county officials seem to believe they are above the law.

The involvement of high-ranking officials like Mosiria further exposes the systemic failure within Nairobi’s leadership. The people tasked with ensuring a clean and habitable city are the very ones overseeing illegal and dangerous dumping practices.

This situation reflects a deeper rot in Nairobi’s environmental sector, where corruption, mismanagement, and criminal activities have taken root under Mosiria’s leadership. Instead of tackling Nairobi’s waste problem, he has allowed it to spiral into chaos, showing either gross incompetence or a willingness to facilitate illegal activities.

This latest scandal should serve as a wake-up call. If Nairobi is to have any hope of solving its waste management crisis, individuals like Mosiria must be held accountable. His leadership has only brought Nairobi embarrassment, legal trouble, and environmental degradation. The DCI probe must ensure that those responsible face the full force of the law. The people of Nairobi deserve better than officials who turn the city into a dumpsite while pretending to work for the public good.
