Dr. Kenneth Tarus, a former Managing Director (MD) of Kenya Power and Lighting Company (KPLC), is reportedly seeking a position as a Principal Secretary (PS) in the Kenyan government.
This development has raised concerns due to his past involvement in corruption allegations during his tenure at KPLC.
Dr. Tarus was appointed as the acting MD of KPLC in January 2017, amid controversies suggesting that his appointment was influenced by political connections rather than merit.
Critics claimed that he lacked the technical experience necessary for the role and that his rapid rise within the company was due to nepotism.
In July 2018, Dr. Tarus, along with other senior managers, was arrested and charged with corruption related to the irregular award of labor and transport contracts worth Ksh159 million.
The charges included conspiracy to commit an economic crime and failure to comply with procurement procedures.
However, in February 2023, the Anti-Corruption Court withdrew the charges against Dr. Tarus after the Director of Public Prosecutions (DPP) applied for the withdrawal, stating that no offense had been revealed against him upon reviewing the evidence.
The court proceeded with the case against the other accused individuals.
Despite the withdrawal of charges, Dr. Tarus’s potential appointment as a PS has sparked debate.
Critics argue that his previous involvement in corruption scandals could undermine public trust in government institutions.
They emphasize the need for appointing individuals with unblemished records to such significant positions to promote integrity and transparency in public service.
The situation highlights the broader issue of public perception regarding the appointment of individuals with controversial pasts to high-ranking government positions.
Ensuring that public officials have a history of integrity is crucial for maintaining public confidence in governance.
The debate surrounding Dr. Tarus’s potential appointment underscores the importance of transparency and accountability in the selection process for public service roles.
While Dr. Tarus was cleared of the corruption charges, the controversy surrounding his tenure at KPLC and the initial allegations continue to cast a shadow over his suitability for the role of Principal Secretary.
As the government considers his appointment, it faces the challenge of balancing legal exoneration with public perception and the imperative of upholding integrity within its ranks.
