After Impeachment, DP Rigathi Gachagua’s 683-Strong Team Legacy Highlights Shift In Kenyan Governance Strategy

Upon assuming office, Deputy President Rigathi Gachagua undertook a substantial expansion of his team, growing from 145 to 683 staff members within a span of two years.

This expansion has introduced various roles, ranging from technical and advisory to administrative functions, crafting a well-rounded operational framework in his office.

Such growth reflects a broader strategy aimed at strengthening the office’s capacity to address complex national issues effectively.

When Gachagua first took office, he inherited a team that included experienced advisors, technical specialists, and essential support staff, already laying a foundation of expertise.

However, the team soon faced changes as some staff members pursued other opportunities in politics.

Notable among them were Anthony Kibagendi, who moved on to become the Member of Parliament for Kitutu Chache South, and John Chikati, who won the seat for Tongaren Constituency.

These transitions left gaps in Gachagua’s team, prompting a restructuring process led by the Public Service Commission (PSC).

The restructuring process began with a big milestone in April 2023, when the PSC approved an additional 56 positions, bringing the total staff count to 683.

This increase not only addressed vacant positions but also allowed for the introduction of new roles tailored to the evolving needs of the office.

For instance, new advisory offices were established in areas critical to national development, such as trade, education, and economic strategy.

These additions signify an ambition to expand the office’s policy-making capabilities, ensuring that key areas receive focused attention and effective implementation.

A striking change was observed in the number of supernumerary roles staff who support specialized tasks jumping from 11 under the previous administration to 39.

Furthermore, Gachagua’s office appointed 87 personnel specifically to support activities led by his spouse, an area that had been limited under his predecessor.

This reflects an increased acknowledgment of the role played by the Deputy President’s family in public engagements and community initiatives.

In line with the operational overhaul, Gachagua introduced departments that had previously been absent, like a comprehensive legal services unit staffed by State Counsels.

Technical roles, including architects and engineers, were also added to oversee aspects such as maintenance, communication, and facilities management.

This expansion was not limited to traditional areas of government work but extended to departments focused on specific technical needs, showing a forward-thinking approach to administration.

The office further expanded its communication department, which now comprises 35 personnel dedicated to managing media relations and internal communication.

This marks a major upgrade, as the previous administration lacked a dedicated communication team.

Additionally, a specialized video and film unit with seven professionals was created to enhance public engagement through visual content.

This addition recognizes the growing importance of digital communication in modern governance, where effective outreach can shape public perception and build trust.

Gachagua’s focus on regional and international cooperation is also evident in the creation of the International Development Partnerships Coordination Unit and the Intergovernmental Budget and Economic Council.

These units emphasize the Deputy President’s commitment to strengthening Kenya’s connections with other countries and regional bodies, while also ensuring that local government budgeting aligns with national development goals.

Specific project units were formed to target essential economic sectors.

Staff were allocated to address reforms in the coffee, tea, and dairy sectors industries that are key to Kenya’s economy and livelihood for many citizens.

Another notable addition is the North Eastern Development Initiative (NEDI), which aims to foster development in the historically marginalized northeastern region of Kenya.

These specialized units are expected to drive sector-specific growth, indicating a shift towards a more focused and strategic approach to governance.

Gachagua also took steps to bolster political support, assigning 11 members to the Political Affairs Unit.

This unit assists in strategic policy-making and governance issues, helping navigate the intricate political landscape of the country.

The increased focus on political engagement underlines the Deputy President’s intent to support the administration’s policies with well-coordinated political strategies.

As the PSC continues to refine the organizational structure of Gachagua’s office, additional roles in operations and coordination have been introduced.

These roles ensure that the office remains agile and responsive to emerging needs, reflecting a comprehensive approach to national governance.

Gachagua’s tenure thus far has underscored his ambition to build a diverse and capable administrative team, aimed at meeting the complex and changing demands of Kenya’s political and economic environment.

The expansion of Deputy President Rigathi Gachagua’s team is more than just an increase in numbers.

It signifies a shift towards a more specialized, capable, and proactive governance model, where focused attention on key areas promises a streamlined approach to both national and regional development.
