Abala Wanga questioned by EACC ahead of December plea-taking

Kisumu City Manager Abala Wanga appeared before the Ethics and Anti-Corruption Commission after being directed by the Milimani Anti-Corruption Court to present himself for processing.

This step marked another stage in the ongoing forgery and fraud case that has raised questions about his conduct in office. His lawyers had earlier tried to stop the move, saying they had a court order that allowed him to record his statement formally instead of undergoing full processing.

Despite that argument, the EACC insisted that he only needed to respond to a questionnaire statement as part of their procedure.

The matter has now progressed to a point where Wanga is expected in court on December 2, 2025, for plea-taking. On that date, he will answer to charges that were approved by the Director of Public Prosecutions.

The case against him involves several allegations that touch on forgery, alteration of documents, and the misuse of public funds.

According to the Office of the DPP, Wanga is accused of manipulating official documents for personal benefit. One of the key issues raised is a letter dated June 10, 2024.

The prosecution claims that the document was altered to show that it was an official invitation to the CLEAN Air Forum in Lagos, Nigeria.

This letter reportedly played a role in securing excess facilitation payments from the Kisumu County Government. The investigators say that the document was not genuine and that it was used to create a false basis for receiving public money.

The matter does not end there. On June 19, 2024, Wanga is said to have gone further by presenting another forged letter, this time claiming it came from the University of Lagos.

This letter was linked to a payment of Ksh.283,402.50, which the prosecution argues was irregularly obtained.

The DPP has also highlighted a broader concern involving a larger sum of money. The charge sheet states that Wanga allegedly acquired Ksh.8,701,091 in public funds through fraudulent methods. These financial allegations form a significant part of the case and add weight to the accusations he is set to face in court.

Another serious claim against him concerns a Kenya Certificate of Secondary Education certificate.

The prosecution believes that the certificate he used was not authentic and that it was forged to appear as if it had been issued by the Kenya National Examinations Council.

This issue adds an extra layer to the case because it touches on his qualifications and whether they were genuine.
